Coleman Boulevard Improvement Project
The Coleman Boulevard Improvement Projects are an important infrastructure project for the Town of Mount Pleasant. This $18.2 million project is being performed by Blythe Development of Charlotte, North Carolina and is expected to be completed in August 2019. The roadway portion of the total project cost is $14.74M and the utility portion is $3.46M.
This key infrastructure project involves reconstructing Coleman Boulevard between Mill Street and Pherigo Street to create stormwater, roadway and utility upgrades. An adaptive traffic signal system will be installed along Coleman Boulevard to streamline traffic flow and transit amenities such as bus pullouts and shelters will also be installed. Additionally, the project will provide increased travel opportunities for bicycles and pedestrians, decorative street lighting, a way-finding system, landscaped medians and a vibrant activity zone between the roadway and buildings fronting the street.
July - August Status Report:
Construction is progressing for utility relocation work on the project. Weather in July caused a significant slow-down in some activities. Unknown utility conflicts with underground power and communication lines near The Shelter and Hibben United Methodist Church have slowed the progress of storm water drainage installation on Coleman Boulevard. With drier weather and the resolution of these conflicts, work has resumed on Coleman Boulevard and the contractor is currently installing drainage working towards Fairmont Avenue and building curb and sidewalks near The Shelter. Currently, a new waterline and sewer line are being installed at Fairmont Avenue. Looking forward, we anticipate the installation of irrigation and landscaping on the westbound side of Coleman Boulevard with the Stage 2 traffic shift to the eastbound lanes in mid-September.

- 160 ft. of 48” Concrete Pipe on Simmons Street
- 56 ft. of 24” Concrete Pipe on Simmons Street
- 28 ft. of Concrete Pipe on Simmons Street
- 2 Drainage Structures
- 329 ft. of Curb and Gutter
- 95 ft. of Sidewalk
- 305 ft. of 12” Waterline on Coleman Boulevard
- Completed 3 Water lines - waiting on permits to operate
- Paved Simmons Street and Boat Landing area.
