Planning & Engineering Division

The Planning and Engineering Division assumes the responsibility of administering and enforcing the Town's zoning ordinances, land development regulations, and municipal impact fees. The planning area extends from the Ravenel Bridge north to Guerins Bridge Road and includes land outside the Town's corporate limits. 

The Town's Code of Ordinances were enacted to best promote the interests of the citizens and property holders of the municipality. The ordinances include the Zoning Code and Land Development Regulations which are based, in part, and designed to implement the Comprehensive Plan to help ensure efficient, equitable, and reasoned land use decisions.

Land Use Recommendations

The Town’s Comprehensive Plan provides land use and density recommendations for each parcel within the planning area. The land use recommendation is one element for consideration in determining each parcel’s zoning district designation; the zoning designation determines which uses are allowed. Zoning maps are regularly updated to reflect annexations and rezonings.

*NEW* Boards and Commission Meetings to be held in May

Town Council approved moving forward with video conference meetings starting in May for the Board of Zoning Appeals, Planning Commission, and Design Review Board.  Agendas for each meeting will be posted on our website at The meetings will be live-streamed on Town’s YouTube page on the following dates:

  • Board of Zoning Appeals--Monday, May 18th at 6 pm: 
    Written correspondence or comments must be received by May 13, 2020.
  • Planning Commission--Wednesday, May 20th at 5 pm:
    Written correspondence or comments must be received by May 15, 2020.
  • Design Review Board--Wednesday, May 27th at 5 pm: 
    Written correspondence or comments must be received by May 22, 2020.

Correspondence can be submitted by emailing by the deadline date indicated above for each meeting.  Correspondence received after the deadline will not be forwarded to the Board or Commission.  Staff is working to set up means for the public to comment on agenda items during the meeting. Information on how to sign up to comment during the meeting will be provided at a later date.

**NEW** Mayor Haynie orders COVID-19 State of Emergency for the Town of Mount Pleasant.  Town offices closed to the public until further notice.

Mayor Will Haynie has signed a proclamation declaring a state of emergency, effective March 16, 2020, to meet pubic emergencies affecting life, health, safety, and the property of residents and businesses in Mount Pleasant.  All Town offices will be closed to the public and Town employees will work from home as much as possible.  The proclamation will remain in effect until further notice. 

Our services, including scheduling for building and construction inspections, and requests for planning and zoning assistance will be available online.  The public is encouraged to email planning staff at or Building Inspections at for help during this period of time.
