MOUNT PLEASANT, SC (May 6, 2015) – Mount Pleasant Mayor Linda Page reported today on Billy Swails Boulevard - a capital improvement project designed to improve mobility for residents living in Mount Pleasant. It is a key road improvement that, when complete, will provide an alternate route to Rifle Range Road and US 17.
“I am pleased to announce that the construction of Billy Swails Boulevard is progressing within budget and is 60% complete,” said Mayor Page. “The completion of this vital road improvement will coincide with the August 2015 opening of the new Jennie Moore Elementary and Laing Middle School campuses. It will greatly enhance the travel of hundreds of residents, facilitate connectivity and build on our developing network.”
Billy Swails Boulevard builds on the existing Hungryneck Boulevard and Sweetgrass Parkway and will connect Hamlin Road to Porchers Bluff Road.
Additionally, new intersections with turning lanes will be constructed at Hamlin Road and Porchers Bluff Road to enhance safety and traffic flow.
“Our utility relocation work is nearly complete and a large stormwater drainage system was installed under Hamlin Road,” said Mount Pleasant Transportation Engineer Paul Lykins. “This new roadway will include sidewalks, a multi-use path, shared bike lanes and also features landscaping and decorative lighting.”
About the Capital Improvement Plan (CIP)
The new Billy Swails Boulevard is part of the CIP. Other capital projects currently underway include:
• Phase 2 of Memorial Waterfront Park
• Fire station 6 at Carolina Park
• New Town Hall
• Phase 2 of Shem Creek Park
• Stormwater improvements
• Public restroom facilities at the Farmers Market
• Master plan for the recreation property on Rifle Range Road
